They also assume that all opposition to them is based entirely on cynicism. They see themselves as entirely principled and their opponents as craven opportunists. Perhaps Bush thought that by burying these proposals, Democrats would simply ignore them and vote for it on the assumption that the would get no political points for taking it on.

Another explanation: perhaps Bush WANTS this budget to fail. To figure out if that's the case we need to speculate about what would happen if it did.

We should be careful ascribing world-views to other people--especially to an entire class of people (i.e. those in the Bush administration.) I am not sure they seem themselves as "entirely principled." Some may just see it as doing whatever it takes to win the game.

I think this is what we in the business call a "screwup." The last thing Republicans wanted was a straight-up cut in social security (no death benefits? - cut the death tax on millionaires and pay for it by scrapping a measely $250 payment for SSN?). This is a godsend for Democrats. In 2006 they can recapture the house simply by screaming about cutting social security.
