Are you sure they didn't jut cut that really well?
I think the pot explanation works. But seriously, they probably just edited it to make it look silly.
Nevertheless there are two things that will hurt Giuliani. First, he says (in response to questions about his law firm representing Hugo Chavez or rather a company Chavez controls) "I don't make many mistakes but the ones I make are big ones." Great. Just what we need after 8 years of George W. Bush, Idiot in Chief.
Second, the pictures of him as a child in a Boston red sox shirt. I think LTG has already commented strongly on this sort of thing.

It was obviously edited. Watching the whole thing gives the same impression, though. He just couldn't stop laughing.
